Lobbyist Ordinance and Civic Architects

Architects are licensed by the state to protect public health, safety, and welfare. This can lead to leadership positions within the community such as board & commission service. These Civic Architects may be called upon by regulatory officials to help define problems and opportunities associated with existing or new policies, procedures, and ordinances. Might this be considered lobbying?

The definition of lobbying is rapidly undergoing a rewrite here in the City of Austin, with changes potentially in place next month (October 2015.)

It would conceivably preclude professionals with valuable expertise from serving on boards and commissions.
